NITI Aayog releases Fiscal Health Index 2026 ranking Odisha as India’s top fiscally-wise state for 2023-24.

Key facts

• Odisha, Goa, Jharkhand, Gujarat, Maharashtra, Chhattisgarh, Telangana, Uttar Pradesh, Karnataka and Madhya Pradesh are India’s top 10 fiscally-wise states in NITI Aayog’s 2026 Fiscal Health Index for 2023-24.
• Rajasthan, Kerala, West Bengal, Andhra Pradesh and Punjab are the bottom five of the 18 major states ranked.
• Among north-eastern and Himalayan states, Arunachal Pradesh topped the 2026 Index followed by Uttarakhand, Tripura, Meghalaya, Assam and Mizoram.
• The Fiscal Health Index ranks states on five sub-indices: quality of expenditure, revenue mobilisation, fiscal prudence, debt index and debt sustainability.
• NITI Aayog advised states to prioritise higher allocations to infrastructure, health and education, broaden GST and state tax bases, and maintain fiscal deficits within FRBM norms.
• States with high interest payments were advised to improve debt management and adopt medium-term fiscal and debt management frameworks.
