India's Ministry of Home Affairs designates 23 Pakistan-based operatives as terrorists on July 4, 2026

• The Ministry of Home Affairs (MHA) designated 23 Pakistan-based operatives from Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT) as terrorists.
• The designation was based on alleged involvement in terror recruitment, infiltration, training, supply of arms through drones, and planning attacks in Jammu and Kashmir.
• Three close associates of LeT founder Hafiz Muhammad Saeed were identified as Abdul Rauf, Hafiz Khalid Waleed, and Rana Iftikhar.
• Operatives linked to the November 29, 2016, attack on the Indian Army camp at Nagrota include Mufti Muhammad Asghar Khan (Abu Saad), Hafiz Abdul Shakoor, and Abdullah Jehadi.
• Operatives linked to the April 22, 2022, attack on security forces at Sunjwan include Masood Ilyas Kashmiri (Mufti Masood Ilyas) and Mohammad Mussadiq (Doctor alias Hamza).
• Other designated individuals include Firdous Ahmad Bhat, Ghulam Fareed, Haroon Rashid Ganai, Mohammed Shaheed Faisal (linked to LeT, Al-Qaeda, and ISIS), and Bilal Ahmad Mir (LeT and The Resistance Front).
• Additional designated operatives are Abid Quyoom Lone, Nazir Ahmed Gujjar, Ashfaq Ahmad, Maulana Imdad Ullah Makki (Amir of JeM factions), and Maulana Saifullah Khalid (Jamaat-ud-Dawa).
• The remaining designated individuals are Mohammad Yaqoob, Molana Yousaf Taibi, Waseem Noor Jat, Owais Farooz, and Qari Yaqub Sheikh.
