The National Institute of Rural Development & Panchayati Raj (NIRDPR), Hyderabad, conducted a study on Gram Sabha attendance for the Ministry of Panchayati Raj.
The study covered 7,790 respondents across 400 gram panchayats in 213 districts spanning 26 States and Union Territories.
Approximately 47% of respondents attended only one or two meetings in the previous year, while 94% reported awareness of Gram Sabha meetings.
Livelihood and occupational pressures were the primary barriers for over 55% of respondents, specifically affecting daily wage labourers and migrants.
Lack of transparency was the top concern for 45% of respondents, followed by lack of visible outcomes at 42%.
