Centre Unveils DILRMP 3.0 Guidelines with Rs 565.5 Crore Outlay for Land Records Digitisation

• The government launched the operational guidelines for DILRMP 3.0, the third phase of the Digital India Land Records Modernisation Programme, with an outlay of Rs 565.5 crore for 2026-31.
• Union Rural Development Minister Shivraj Singh Chouhan launched the guidelines, aiming to build an integrated digital framework for land records, property maps and registration data.
• States can create digital 'land stacks' by connecting land records, cadastral maps and registration systems through APIs, forming a federated national land stack with data ownership remaining with concerned authorities.
• Every land parcel will receive a 14-digit Bhu-Aadhaar (Unique Land Parcel Identification Number, ULPIN), and cadastral maps will be fully georeferenced.
• 75 high-footfall sub-registrar offices will be modernised as 'registration seva kendras' modelled on passport seva kendras; legacy records will be scanned, a registration repository created and revenue courts computerised.
• The NAKSHA initiative will support urban land mapping and preparation of property cards.
• Earlier DILRMP phases digitised 99.9% of records of rights, 97% of cadastral maps, and computerised 99% of sub-registrar offices.
• DILRMP 3.0 will be implemented across all states and Union territories with 100% central funding, released in phases based on performance and tracked via a real-time DILRMP-MIS dashboard.
