Maharashtra Pagdi Redevelopment Framework: Floor Space Index (FSI)-based Rehabilitation for Tenants & Landlords

• Deputy chief minister Eknath Shinde announced a separate regulatory framework to phase out Mumbai’s pagdi system through transparent redevelopment.
• Tenants will receive FSI equal to the area they occupy; landlords will receive the original FSI based on land ownership.
• Incentive FSI will be granted for cost-free reconstruction of homes for economically weaker and low-income pagdi holders.
• If height limits prevent full on-site use, remaining FSI will be provided as TDR (Transferable Development Rights).
• Additional fast-track courts—subject to prior high court approval—will be set up to clear about 28,000 pending tenant-landlord disputes within three years.
