Assam Budget FY27: Rs 2.85 Lakh Cr Outlay, Polygamy Bar for Govt Schemes

Key facts

• Assam Finance Minister Jayanta Malla Baruah presented a budget of Rs 2,85,084.45 crore for FY 2026-27, targeting a fiscal deficit of 3% of the state's GSDP.
• Any male practising polygamy will be ineligible for government schemes, and government servants found practising polygamy will be liable for dismissal from service.
• A green cess will be levied on stone crushers, coke-based industries, brick kilns, transfer of second-hand vehicles, commercial extraction of groundwater, and environmentally sensitive industries.
• The government will provide 2 lakh government jobs in five years through a task force under the Chief Secretary.
• The Apon Bahan scheme will be extended for five years, and interest subvention for electric vehicles will be enhanced to 4%.
• Subsidised masur dal and sugar will be distributed to NFSA ration card holders from August 2026.
• The budget proposed an investment of over Rs 77,353 crore in Assam's power sector across hydro, solar, thermal, and energy storage projects.
• Four Pumped Storage Power (PSP) projects with a combined capacity of 4,900 MW and an estimated private investment of nearly Rs 27,100 crore have been approved.
• Rs 2,100 crore has been proposed for land acquisition of the Satellite City Project around the Lokpriya Gopinath Bordoloi International Airport.
• The production subsidy for orthodox and specialty tea will be enhanced from Rs 10 per kg to Rs 15 per kg, and a new subsidy of Rs 3 per kg for export-oriented Assam CTC tea will be introduced.
• Land allotments will be made only to persons whose families have lived in Assam for at least three generations.
• Two weeks of paternity leave will be provided for government employees.
• Eligible homestays registered centrally will receive a 30% capital subsidy and 2% interest subvention.
• The Assam Semiconductor Ecosystem on Manufacturing and Innovation (A-SEMI) project will be launched with an outlay of Rs 1,164 crore over five years in partnership with JICA.
• The Agricultural Income Tax exemption threshold for small tea growers will be raised from Rs 2.5 lakh to Rs 10 lakh of annual agricultural income.
• VAT on Piped Natural Gas will be cut from 14.5% to 5%.
