• The Central Information Commission (CIC) launched AppCoMS 2.0, the upgraded Appeal and Complaint Management System, on August 17, 2026.
• AppCoMS 2.0 is a digital platform for filing and processing Second Appeals and Complaints under the Right to Information (RTI) Act, 2005.
• Chief Information Commissioner Raj Kumar Goyal launched the new system.
• The original AppCoMS was introduced in September 2016 to allow citizens to submit Second Appeals and Complaints online and to support digital case processing.
• The upgraded portal provides dedicated user accounts linked to email and mobile number for accessing case timelines, documents, hearing notices, and decisions.
• AppCoMS 2.0 also provides Central Public Information Officers (CPIOs) with digital access to case documents and supports Digital Signature Certificates (DSCs) for digitally signed notices and orders.
