18th BRICS Summit in New Delhi Unanimously Adopts New Delhi Declaration Covering Terrorism, Trade and Global Governance

• The 18th BRICS Summit, hosted by India at Bharat Mandapam in New Delhi, unanimously adopted the New Delhi Declaration on September 12, 2026, at the end of the first day of the two-day summit.
• The declaration strongly condemned the April 22, 2025 terror attack in Jammu and Kashmir, which killed 26 people, and reaffirmed commitment to combating terrorism including cross-border movement of terrorists, terror financing and safe havens.
• BRICS backed resilient and diversified critical mineral supply chains and called for fast, low-cost cross-border payments, while officials clarified there is no proposal for a BRICS currency.
• The declaration opposed unilateral tariffs, trade barriers and carbon border adjustment mechanisms (CBAMs) inconsistent with World Trade Organization (WTO) rules, and called for immediate restoration of the two-tier binding WTO dispute settlement mechanism.
• BRICS endorsed the proposed BRICS Grain Exchange, agreed to establish BRICS AGRIN (Agro-Inputs, Genetic Resources, and Information Network), and welcomed outcomes of the BRICS Agriculture Ministers' Meeting held in Indore.
• A BRICS Task Force on Growth and Development will be established under India's BRICS chairship.
• The Jaipur Consensus was welcomed to study an invoice discounting mechanism that could help small exporters access working capital.
• China and Russia, as permanent members of the UN Security Council, reiterated support for the aspirations of India and Brazil to play a greater role at the United Nations, including its Security Council.
• BRICS called for reforms of the International Monetary Fund (IMF) and World Bank, including implementation of the IMF's 16th General Review of Quotas without further delay and progress on the 17th review.
• The 12th BRICS Parliamentary Forum will take place in October 2026.
• BRICS leaders noted progress on the BRICS Remote Sensing Satellite Constellation, aimed at using satellite data for applications including natural resources and disaster management.
