DoP and TRAI MoU: Nationwide Village-Level Telecom Network Performance Survey

The Department of Posts (DoP), Ministry of Communications, and the Telecom Regulatory Authority of India (TRAI) signed a Memorandum of Understanding (MoU) in New Delhi on July 11, 2026.
The survey will assess the mobile network performance of Telecom Service Providers (TSPs), specifically Bharti Airtel, Reliance Jio, Vodafone Idea, and BSNL.
The initiative will cover over 5.68 lakh villages across all States and Union Territories.
Gramin Dak Sevaks (GDSs) will conduct the survey using a TRAI-developed Android-based mobile application, leveraging the DoP's network of more than 1.40 lakh rural Branch Post Offices.
The partnership is established for a duration of one year to identify connectivity gaps and support evidence-based policy decisions for rural digital connectivity.
