  • The Reserve Bank of India (RBI) issued the Digital Payments: E-mandate Framework, 2026, consolidating all existing guidelines on recurring digital payments into a single master framework.
  • The framework applies to recurring domestic and cross-border transactions processed through cards, prepaid payment instruments (PPIs), and Unified Payments Interface (UPI).
  • Customers opting for recurring payment facilities must complete a one-time registration process requiring validation through an Additional Factor of Authentication (AFA).
  • Issuers must send pre-transaction notifications at least 24 hours before the debit, including merchant name, transaction amount, date and time of debit, reference number of the e-mandate, and reason for the debit.
  • Pre-transaction notifications are not required for auto-replenishment of FASTag balances and National Common Mobility Card (NCMC) balances.
  • The RBI retained a threshold allowing recurring transactions of up to ₹15,000 per transaction without additional authentication.
  • Recurring payments of up to ₹1 lakh per transaction without additional authentication are permitted for insurance premium payments, mutual fund subscriptions, and credit card bill payments.

National Commodity and Derivatives Exchange (NCDEX) launches India's first rainfall-based weather derivatives contract RAINMUMBAI

  • National Commodity and Derivatives Exchange (NCDEX) announced the launch of RAINMUMBAI, a Securities and Exchange Board of India (SEBI)-approved exchange-traded weather derivatives contract, scheduled for May 29, 2026.

Carbon Credit Trading Scheme (CCTS) to Issue First Credits by October 2026 (End of February)

Delhi Government Reinstates Green Helpline and Proposes ₹5 Crore Themed Forest Project

Delhi Government hikes ration card income limit to ₹2.5 lakh

  • The Delhi government has proposed to increase the income limit for ration card eligibility to ₹2.5 lakh per annum.
  • The current income criterion for ration card eligibility in Delhi is capped at ₹1.2 lakh per annum.
  • Approximately 7.72 lakh invalid ration cards have been cancelled by the government following an intensive audit.
  • The cancelled cards comprise 1.44 lakh beneficiaries not fulfilling the income criterion, 35,800 who did not receive ration, 29,580 who died, and 23,394 duplicates.

  • The CBDC system was introduced in the Union Territory of Puducherry on 26 February 2026, replacing the previous Direct Benefit Transfer (DBT) - Cash model.
  • Under the new scheme, beneficiaries are issued a digital currency (e-wallet) that remains valid for a period of three months from the date of issuance.

  • Union Minister for Consumer Affairs, Food and Public Distribution Shri Pralhad Joshi will inaugurate the pilot.

  • Yáng Shuāng-zǐ and translator Lin King won the International Booker Prize 2026 for the novel Taiwan Travelogue, which was originally published in Mandarin Chinese in 2020.

Tamil poet Vairamuthu named 2025 Jnanpith Award winner (Mid of March)
  • Vairamuthu has been conferred the 60th Jnanpith Award, India’s highest literary honour, announced by Bharatiya Jnanpith on Saturday.
  • He becomes the third Tamil writer to receive the Jnanpith Award after Akilan and Jayakanthan.
  • The Jnanpith Selection Committee chaired by Pratibha Ray selected Vairamuthu for his originality, creative depth and distinct poetic voice.
  • Vairamuthu has authored over 37 books including poetry collections, novels and travel writings such as Kallikattu Ithikasam, Karuvachi Kaviyam, Thanni Desam and Moondraam Ulaga Por.
  • He has won the National Film Award for Best Lyrics seven times.
  • Vairamuthu received the Padma Shri in 2003 and the Padma Bhushan in 2014.

  • Agrawal was recognised for his contributions to theoretical computer science, specifically the development of the AKS primality test in 2002 along with Neeraj Kayal and Nitin Saxena.
  • The AKS primality test is the first unconditional deterministic polynomial-time algorithm capable of proving whether a number is prime.
  • Agrawal has previously received the Gödel Prize and the Fulkerson Prize for his research.
