  • He won the IBSF World Billiards Championship in 1990 and the World Doubles Billiards Championship in 1997.
  • He served as chief coach of the Indian billiards team from 2011 for over a decade.
  • The Government of India conferred the Dhyan Chand Award on him in 2005 for lifetime achievement in sports.

  • An internal ombudsman shall either be a retired or serving officer, in the rank equivalent to a general manager in the regulated entity, appointed for a three-year period and must be below 70 before completion of tenure.
  • The internal ombudsman shall report to the competent authority of the entity administratively, and to the customer service committee of the board, and shall be designated as a permanent invitee to the meetings of the customer service committee of the board.
  • The directions apply to commercial banks, small finance banks, payments banks, non-banking finance companies, non-bank prepaid payment instrument issuers and credit information companies.
Uttar Pradesh Supplementary Budget 2025-26: Rs 24,497 Crore for Infrastructure and Priority Sectors (End of December)
  • Uttar Pradesh Finance Minister Suresh Kumar Khanna presented supplementary demands for grants of Rs 24,496.97 crore for FY2025-26.
  • The supplementary budget allocates Rs 18,369.30 crore for revenue expenditure and Rs 6,127.68 crore for capital expenditure.

  • Housing finance companies, core investment companies, infrastructure debt fund-NBFCs, NBFC-infrastructure finance companies, non-operative financial holding companies, primary dealers, and mortgage guarantee companies are excluded.

India allows European Union (EU) banks to open 15 branches over four years under FTA

Shipbuilding Development Scheme (SDS) approved with ₹19,989 crore outlay

  • The Union Cabinet approved the ₹19,989 crore Shipbuilding Development Scheme (SDS) to create 3-4 greenfield shipbuilding clusters, one per state.
  • An equal joint venture between V O Chidambaram Port Authority and State Industries Promotion Corporation of Tamil Nadu Limited (SIPCOT) formed the first Special Purpose Vehicle (SPV) named National Shipbuilding & Heavy Industries Park, Tamil Nadu (NSHIP, TN).
  • The SPV will develop a mega shipbuilding cluster at Thoothukudi on 2,000 acres with a 2 km waterfront, including 1,000 acres for shipyards and 1,000 acres for ancillary industries and common facilities.
  • Each cluster will target 1.2 million GT annual capacity, with at least one anchor yard of 0.5 million GT to be achieved within 10 years of commissioning.

  • The Ministry of Ports, Shipping & Waterways (MoPSW) notified the operational guidelines for the Shipbuilding Financial Assistance Scheme (SBFAS) and the Shipbuilding Development Scheme (SbDS) to strengthen domestic shipbuilding capacity.
  • The total approved outlay for the initiatives is ₹44,700 crore, comprising ₹24,736 crore for SBFAS and ₹19,989 crore for SbDS.
  • Under SBFAS, the government will provide financial assistance ranging from 15% to 25% per vessel, depending on the vessel category, with stage-wise disbursement linked to defined milestones.
  • The SBFAS introduces a Shipbreaking Credit Note, providing ship owners scrapping vessels at Indian yards a credit equivalent to 40% of the scrap value to support a circular economy.
  • The SbDS provides 100% capital support for common maritime and internal infrastructure in greenfield shipbuilding clusters through a 50:50 Centre–State special purpose vehicle.
  • Existing shipyards are eligible for 25% capital assistance under SbDS for brownfield expansion of critical infrastructure such as dry docks, shiplifts, and automation systems.
  • The schemes include the establishment of a National Shipbuilding Mission and an India Ship Technology Centre under the Indian Maritime University to support research, design, and innovation.

Coking Coal Notified as Critical and Strategic Mineral to Cut Steel Import Dependence

  • The government notified coking coal as a 'Critical and Strategic Mineral' under the Mines and Minerals (Development and Regulation) Act, 1957.
  • The decision follows recommendations of the High-Level Committee on Implementation of Viksit Bharat Goals and policy inputs from NITI Aayog.
  • India holds an estimated 37.37 billion tonnes of coking coal resources, mainly in Jharkhand, with additional reserves in Madhya Pradesh, West Bengal and Chhattisgarh.
  • Coking coal imports rose from 51.20 million tonnes in 2020–21 to 57.58 million tonnes in 2024–25.
  • About 95% of the steel sector’s coking coal requirement is currently met through imports.
  • The amendment adds 'Coking Coal' to Part D of the First Schedule of the MMDR Act, listing it among Critical and Strategic Minerals.
  • Mining of critical minerals is exempt from public consultation and allows use of degraded forest land for compensatory afforestation to encourage private sector participation.

  • The policy will allow allocation of coal linkages on an auction basis on long-term for any industrial use and export by adding a separate window named CoalSETU in the NRS Non-Regulated Sector Linkage Auction Policy of 2016.
  • Any domestic buyer requiring coal can participate in the linkage auction, irrespective of the end use.
  • The coking coal shall not be offered under this window.
  • Linkage holders can now export up to 50 per cent of their quantity and flexibly utilise the fuel among group companies as needed.
Ministry of Coal Notifies 18 QCI-NABET Accredited Private Agencies to Fast-Track Coal, Lignite Exploration (Start of December)
  • The Ministry of Coal notified 18 private agencies accredited by Quality Council of India–National Accreditation Board for Education and Training (QCI-NABET) as prospecting agencies.
  • The notification allows coal block allottees to directly hire these agencies for prospecting work.
  • Exploration and preparation of geological reports are mandatory before a mine can be operationalised.
  • Expanding the pool of prospecting agencies aims to accelerate exploration, improve flexibility for mine allottees and enable quicker enhancement of coal and lignite production to meet rising energy requirements.
  • Adding more authorised agencies is expected to save about six months previously spent on agencies obtaining prospecting licences.

PAIMANA Portal Launched for Monitoring Central Sector Infrastructure Projects

  • Ministry of Statistics and Programme Implementation (MoSPI) operationalised PAIMANA (Project Assessment, Infrastructure Monitoring & Analytics for Nation-building) portal to monitor central sector infrastructure projects worth Rs 150 crore and above, replacing OCMS-2006.
  • As of December 2025, 1,392 ongoing projects with a revised cost of Rs 35.10 lakh crore are reported on PAIMANA portal.
  • Cumulative cost overrun for these projects is Rs 5.42 lakh crore, with revised cost at Rs 35,10,920 crore against original cost of Rs 29,68,248 crore.
  • Out of 1,392 projects, 585 are 'mega' projects (Rs 1,000 crore and above) with revised cost of Rs 31.44 lakh crore, and 807 are 'major' projects (Rs 150 crore to Rs 1,000 crore) amounting to Rs 3.66 lakh crore.
  • Transport & Logistics sector accounts for 896 projects with revised estimates of Rs 17.70 lakh crore.
  • 469 projects have achieved over 80 percent physical progress and 221 projects have crossed 80 percent financial completion.
  • PAIMANA is integrated with DPIIT's Integrated Project Monitoring Portal (IPMP/IIG-PMG), enabling automatic information sharing and reducing manual data entry with about 60 percent of projects updated automatically.

  • Under PMGSY Phase – IV (2024), a total road length of 62,500 kilometres is proposed to be constructed during the implementation period from FY 2024–25 to 2028–29, with an overall financial outlay of ₹70,125 crore.
  • Phase IV of the scheme aims to provide all-weather road connectivity to 25,000 unconnected rural habitations based on Census 2011 population criteria.

United States Smithsonian Museum to return three ancient bronze sculptures to India
